There were awards for the best technical team, and the Corruption Combat Coders team received a cooperation award from the Knowledge Foundation, which will help them develop their project, the most innovative team. He stressed the importance of concerted national and international efforts to confront and confront this dangerous scourge and respond to its renewed challenges posed by globalization and modern technology that has made it easier than ever to hide corruption. The registration process for the Programming for Integrity competition «Arab Youth Anti-Corruption Hackathon», has witnessed a great turnout since the first day, with a total of 1,299 participants, representing 17 Arab countries after the registration process, but with the completion of the final confirmation stage and the formation of the team, 117 participants were selected, including 60 young women, who were distributed in 25 "hackathon" teams. It should be noted that there are 15 participants from the State of Qatar, a figure that clearly shows the interest of Qatari youth in learning about the anti-corruption mechanism and using their computer programming skills to proactively support the implementation of the United Nations Convention against Corruption, as participants in the Hackathon are asked to develop an ICT-based idea or solution that addresses one of the challenges related to combating corruption and promoting integrity in the Arab region. Investing the energies and potential of young people to innovate The Arab Youth Anti-Corruption Hackathon Initiative aims to invest the energies and potentials of young people to innovate and develop technological solutions to respond to corruption-related problems that negatively affect their communities, as it combines digital innovation and the promotion of social projects. The Programming for Integrity Initiative "Arab Youth Anti-Corruption Hackathon" provides an opportunity for Arab youth from 18 to 30 years of age to expand their knowledge of corruption-related topics and enhance their social, leadership and technical skills. The Hackathon was divided into two phases. The first phase was the launch of the five-day online training camp during the period from 27 to 31 August, where participants were provided with some relevant training, covering both technical expertise and experience in the field of anti-corruption. The State of Qatar is one of the first countries in the world to host the Conference of the States Parties to the United Nations Convention against Corruption, as Doha hosted the third session of the Conference in 2009. During that session, the United Nations Review Mechanism for the United Nations Convention against Corruption was adopted, which continues to play the largest role in promoting the implementation of the Convention and exchanging relevant international experiences. The State of Qatar has been a pioneer in developing and updating legal frameworks to prevent and combat corruption, the most recent of which was the adoption of the National Strategy for Enhancing Integrity and Transparency 2019-2022, and draft laws in the areas of transparency, conflict of interest and criminalization of international bribery prepared in accordance with the best international standards and expertise, which made the country rank high on international indicators related to combating corruption. The data indicate that fighting corruption is not an easy task, it is certainly a battle that cannot be fought alone, and the fight against corruption is not actually the responsibility of governments and law enforcement agencies alone, and traditional institutional responses to corruption must seek to strengthen and complement them with a whole-of-society approach that views education and youth as the key to unleashing impact and ultimately sustainability. Young programmers from Algeria, Bahrain, Egypt, Kuwait, Iraq, Jordan, Lebanon, Libya, Oman, Qatar, Morocco, Palestine, Saudi Arabia, Sudan, Tunisia, Yemen, and the United Arab Emirates gathered in Doha, Qatar, to learn and develop new skills, meaningful relationships, and use their passion for technology to build innovative solutions to corruption-related issues. Creating a culture of rejection of corruption among children and young people As part of UNODC's commitment to youth, the Global Resources Initiative for Anti-Corruption Education and Youth Empowerment (grace) was launched in 2021, which aims to create a culture of rejection of corruption among children and youth by harnessing the transformative power of education and partnerships, and strengthens the role of youth as agents of change in creating an environment of zero tolerance for corruption at all levels of society by facilitating meaningful youth participation and empowerment. Since the launch of the initiative, UNODC has been working with various countries across the MENA region, including Egypt, Libya, Morocco and Palestine to advance anti-corruption education in curricula, schools and universities, building on ongoing efforts in different countries, as UNODC has focused its work on developing content to include anti-corruption in curricula, in different ways and with a qualified degree or university credit depending on the model used by each country. The anti-corruption curriculum provides forms/practices of corruption, why we need to care about fighting it, as well as the relationship with Governance, including links with private sector. In addition, UNODC works with educational institutions on the ways and forms of platforms and networks that bring and empower students to become ambassadors or leaders of integrity, inside and outside their country and take an active role as agents of transformative change in societies and towards fighting corruption. اختتمت مساء أمس الأول فعاليات هاكاثون الشباب العربي لمكافحة الفساد "البرمجة من أجل النزاهة"، الذي نظمته هيئة الرقابة الإدارية والشفافية، بالشراكة مع مكتب الأمم المتحدة المعني بالمخدرات والجريمة، وشركة مايكروسوفت قطر، بمشاركة 117 مبرمجا من 17 دولة. وكُرّم خلال الحفل الختامي الذي أقيم في فندق الشيراتون، الفائزون بالمراكز الثلاثة الأولى وهم: فريق "مفككون الكود" من لبنان، وحصل على جائزة مالية قدرها (150000) مائة وخمسون ألف ريال قطري، وفريق "الغربان" من المغرب الذي نال المرتبة الثانية، وحصل على جائزة مالية قدرها (100000) مائة ألف ريال قطري، وفريق "هامة طويق" من السعودية الذي حصد المركز الثالث، وحصل على جائزة مالية قدرها (50000) خمسون ألف ريال قطري. وذلك فضلا عن تكريم العديد من الفرق التي فازت بالمسابقات المساندة على هامش الفعالية، وقد حصل جميع المشاركين على شهادات المشاركة "Knowledge Token" بقيمة "350" دولار أمريكي لاستخدامها في الأغراض التعليمية والأنشطة والمؤتمرات العلمية. وكانت هناك جوائز للفريق الأفضل فنيًّا، وحصل فريق Corruption Combat Coders على جائزة التعاون من مؤسسة المعرفة والتي سوف تساعدهم على تطوير مشروعهم، الفريق الأكثر ابتكارًا، حيث حصل فريق Heartizm على جائزة التعاون من مؤسسة المعرفة والتي سوف تساعدهم على تطوير مشروعهم، أما الجوائز الخاصة المقدمة من مؤسسة المعرفة فقد حصل عليها الفريقين: فريق Start Up، وفريق Palestinian Elites وسوف تساعدهم على تطوير مشروعهم.
تطوير حلول إبداعية لتعزيز النزاهة والشفافية وبهذه المناسبة، أوضح سعادة السيد حمد بن ناصر المسند رئيس هيئة الرقابة الإدارية والشفافية، أن هاكاثون الشباب العربي لمكافحة الفساد يعد بمثابة مبادرة عامة في إطار جهود دولة قطر لدعم مساعي المجتمع العربي الدولي لإيجاد حلول ابتكارية لمكافحة الفساد باستخدام التكنولوجيا الحديثة ودعم دور الشباب، مشددًا على ضرورة تسخير التكنولوجيا وتعزيزها بمكافحة الفساد. وأشار المسند خلال كلمته، إلى أن المبرمجين الشباب المشاركين بالهاكاثون قد تنافسوا على تطوير حلول إبداعية تهدف لتعزيز النزاهة والشفافية، وطرحوا أفكارًا ومبادرات جديرة بالاحترام والرعاية، معربًا عن فخره بجميع الشباب المشاركين بالفعالية الذين يمثلون بلدانهم بحرفية ومسؤولية عالية. ونوه إلى أن الفساد "آفة خطيرة" لا يكاد يخلو منها أي مجتمع وفي حال تركت دون وقاية أو مكافحة ستعصف بمقدرات الشعوب ومستقبلها، وتكون أكثر تأثيرا على الفئات الضعيفة وتسهم بحرمان الأجيال من حقوقهم في الصحة والتعليم وغيرها. وشدد على أهمية تضافر الجهود الوطنية والدولية لمواجهة ومجابهة هذه الآفة الخطيرة والاستجابة لتحدياتها المتجددة التي تفرضها العولمة والتكنولوجيا الحديثة التي يسرت بأكثر من أي وقت مضى لإخفاء الفساد. وفي ذات السياق، أكد المسند أن دولة قطر لم تدخر جهدًا في أي وقت مضى، لتعزيز الأطر القانونية والمؤسسية للنزاهة ومكافحة الفساد وتطويرها باستمرار وفق أفضل المعايير والتجارب العالمية بما يتسق مع الثقافة والقيم الراسخة في المجتمع القطري الرافض لكل صور الفساد، لتكون قطر تجربة يحتذى بها، تتبوأ باستحقاق المؤشرات in Joint Meetings of States Parties to the UNCAC The State of Qatar participated in the joint meetings of the subsidiary bodies of the Conference of the States Parties to the United Nations Convention against Corruption held in Vienna from 4 to 8 September 2023. The Qatari delegation, headed by His Excellency Mr. Hamad bin Nasser Al-Misnad, Chairman of the Administrative Control and Transparency Authority, during his speech at the joint meetings, touched on the announcement of the State of Qatar’s offer to host the eleventh session of the Conference of the States Parties to the United Nations Convention against Corruption, which will be held in 2025. The Chairman of the Administrative Control and Transparency Authority stressed that this initiative comes in light of the keenness of the State of Qatar to contribute permanently to supporting international efforts to prevent and combat corruption, and to promote the implementation of the United Nations Convention against Corruption, especially since the capabilities and expertise of the State of Qatar in organizing such conferences are witnessed by all. His Excellency Mr. Hamad bin Nasser Al-Misnad expressed his thanks to the brotherly and friendly countries that have provided support to the request of the State of Qatar to host the eleventh session since announcing their desire to host, praising at the same time the level of strategic partnership that brings the State of Qatar together with the United Nations Office on Drugs and Crime in many projects that contribute with remarkable success to international efforts to achieve criminal justice and prevent and combat crime, especially those related to the implementation of the United Nations Convention against Corruption. والشفافية لفعالية الهاكاثون، إن عملية التسجيل شهدت إقبالًا كبيرًا، حيث بلغ إجمالي المشاركين 1299 مشاركًا، يمثلون 17 دولة عربية بعد عملية التسجيل، موضحة أن مع انتهاء مرحلة التأكيد النهائية وتشكيل الفريق تم اختيار 119 مشاركًا، من بينهم 60 شابة، لافتة إلى أنه تم توزيع المشاركين في 26 فريق هاكاثون. وأشارت الكعبي إلى أن هناك 15 مشاركًا من دولة قطر، وهو رقم يظهر بوضوح اهتمام الشباب القطري بالتعرف على آلية مكافحة الفساد واستخدام مهاراتهم في برمجة الكمبيوتر لدعم تنفيذ اتفاقية الأمم المتحدة لمكافحة الفساد بشكل استباقي، حيث سيطلب من المشاركين في الهاكاثون تطوير فكرة أو حل قائم على تكنولوجيا السيبراني" من قبل السيد خالد المفتاح مسؤول قسم المبادرات الوطنية. تتكون ورشة "أطر الأمن السيبراني" من جزءين: الجزء الأول يقدم أهم أطر الأمن السيبراني وأنواعها وتوضيح أسباب الحاجة لاتباعها من المؤسسات. الستة لمبادرة «هاكاثون الشباب العربي لمكافحة الفساد» التي تضم الشفافية في المشتريات العامة: تعزيز نزاهة عمليات المشتريات العامة، بالإضافة إلى تعزيز وحماية المبلغين عن المخالفات: ابتكار الإبلاغ عن «البرمجة من أجل النزاهة» هاكاثون الشباب العربي لمكافحة الفساد التي ستقام فعالياتها على هامش الذكرى العشرين لاتفاقية الأمم المتحدة لمكافحة الفساد (UNCAC) في قطر خلال شهر سبتمبر المقبل، تعتبر من أهم عناصر المبادرة العالمية للتعليم وتمكين الشباب في مجال مكافحة الفساد (GRACE) التي أطلقها مكتب الأمم المتحدة المعني بالمخدرات والجريمة بدعم من دولة قطر، حيث تهدف إلى الاستفادة من طاقات الشباب وإمكاناتهم الابتكارية في وضع حلول مستدامة قائمة على تكنولوجيا المعلومات والاتصالات لمكافحة الفساد، بالإضافة إلى زيادة فرص توظيف الشباب وتعزيز الابتكار والتكنولوجيا.مؤتمر صحفي للإعلان عن انطلاق «هاكاثون الشباب الدوحة – قطر
عقدت هيئة الرقابة الإدارية والشفافية أمس، مؤتمرًا صحافيًّا للإعلان عن تفاصيل انطلاق «هاكاثون الشباب العربي لمكافحة الفساد»، الذي سيتم تنظيمه خلال الفترة من 10-14 سبتمبر المقبل، بالشراكة مع مكتب الأمم المتحدة المعني بالمخدرات والجريمة، وشركة مايكروسوفت قطر.
كما يحظى الهاكاثون بدعم كافة المؤسسات الوطنية من الداعمين الحكوميين الممثلين في وزارة الرياضة والشباب – النادي العلمي القطري، ووزارة الثقاقة، والوكالة الوطنية للأمن السيبراني، وبنك قطر للتنمية، والمؤسسة القطرية للإعلام – تلفزيون قطر وإذاعة قطر، بالإضافة إلى الرعاة كمعهد الجريرة للتدريب، ومجموعة دار الشرق الإعلامية، وشركة " أريدُ قطر" للإتصالات.
جهود دولة قطر
وبهذه المناسبة، قال السيد عيد سعيد الهاجري، مدير إدارة العلاقات العامة والاتصال، بهيئة الرقابة الإدارية والشفافية، أن فعالية الهاكاثون تُبرز جهود دولة قطر ومكتب الأمم المتحدة المعني بالمخدرات والجريمة في مكافحة الفساد وتعزيز الشفافية، إلى جانب تعزيز روح الابتكار والإبداع في المجالات المتعلقة بالمكافحة الفعالة للفساد، والدور الفعال لشركة مايكروسوفت في دعم مثل هذه الجهود عالميًّا.
وأوضح الهاجري أن هذا المؤتمر الصحفي بمثابة منصة هامة، لتقديم تحديثات حول تطورات الهاكاثون، والجهود التي تبذلها الفرق المشاركة، وتسليط الضوء على المراحل المقبلة التي تعكف الهيئة حاليًا على التحضير لها، حيث يأتي إطلاق الهاكاثون استجابة للاهتمام المتزايد في مجال الابتكار الرقمي كحافز لعمل الشباب ضد الفساد.
وأكد مدير إدارة العلاقات العامة والاتصال حرص هيئة الرقابة الإدارية والشفافية، على إشراك الجهات الوطنية ذات الصلة في هذه الفعالية التي سوف تساهم في تحقيق الأهداف المرجوة من المبادرة، مبينًا أن سلسلة هاكاثون الشباب العربي لمكافحة الفساد قد انطلقت عام 2021 بهدف استثمار طاقات وإمكانيات الشباب للابتكار، وتطوير حلول تكنولوجية للمشاكل المتصلة بالفساد، والتي تؤثر سلبًا على مجتمعاتهم المحلية.
وأشار الهاجري إلى أن فعالية الهاكاثون تمثل فرصة ثمينة لتعزيز ثقافة النزاهة ومكافحة الفساد في المنطقة العربية، فهي مكان يَجمعُ فيه الأفكار المبدعة والمشاركين الطموحين، الذين يسعون لصنع فارق إيجابي في مجتمعاتهم، معربًا عن حماسهم للتعاون مع شركائهم في النجاح، لتحقيق الأهداف المشتركة خلال استضافة الهاكاثون.
اهتمام الشباب القطري
ومن جانبها قالت السيدة فايزة سنان الكعبي، المتحدث الإعلامي باسم هيئة الرقابة الإدارية والشفافية لفعالية الهاكاثون، إن عملية التسجيل شهدت إقبالًا كبيرًا، حيث بلغ إجمالي المشاركين 1299 مشاركًا، يمثلون 17 دولة عربية بعد عملية التسجيل، موضحة أن مع انتهاء مرحلة التأكيد النهائية وتشكيل الفريق تم اختيار 119 مشاركًا، من بينهم 60 شابة، لافتة إلى أنه تم توزيع المشاركين في 26 فريق هاكاثون.
وأشارت الكعبي إلى أن هناك 15 مشاركًا من دولة قطر، وهو رقم يظهر بوضوح اهتمام الشباب القطري بالتعرف على آلية مكافحة الفساد واستخدام مهاراتهم في برمجة الكمبيوتر لدعم تنفيذ اتفاقية الأمم المتحدة لمكافحة الفساد بشكل استباقي، حيث سيطلب من المشاركين في الهاكاثون تطوير فكرة أو حل قائم على تكنولوجيا المعلومات والاتصالات يعالج إحدى التحديات المتعلقة بمكافحة الفساد وتعزيز النزاهة في المنطقة العربية.
واستعرضت المتحدث الإعلامي باسم هيئة الرقابة الإدارية والشفافية لفعالية الهاكاثون، التحديات المتمثلة في الشفافية في عمليات المشتريات العامة، وتشجيع الإبلاغ عن المخالفات وإنشاء آليات لحماية المبلغين، وحماية الرياضة من الفساد، والإبلاغ عن الفساد المرتبط بإدارة المياه، وتعزيز قدرة القطاع الخاص على مواجهة الفساد، والابتكار في التعليم، منوهةً بأنه ستتاح الفرصة للفريق الفائز بالمركز الأول تقديم عمله على هامش الدورة العاشرة لمؤتمر الدول الأطراف في اتفاقية الأمم المتحدة لمكافحة الفساد، وسوف تحصل الفرق الثلاثة الأولى على جوائز نقدية 150 ألف ريال قطري للمركز الأول، و 100 ألف ريال قطر للمركز الثاني و 50 ألف ريال قطري للمركز الثالث.
تنفيذ اتفاقية الأمم المتحدة
ومن جهته أكد السيد حاتم فؤاد، الممثل الإقليمي لمكتب الأمم المتحدة المعني بالمخدرات والجريمة لمنطقة دول مجلس التعاون الخليجي، أن مكتب الأمم المتحدة المعني بالمخدرات والجريمة يقف دائما على أهبة الاستعداد لمواصلة الجهود في تنفيذ اتفاقية الأمم المتحدة لمكافحة الفساد، من خلال الأنشطة التي ترتكز على القوة التحويلية للتعليم والتمكين الهادف للشباب.
وأشار إلى أن هذه الفعالية تصادف الذكرى السنوية العشرين لاعتماد اتفاقية الأمم المتحدة لمكافحة الفساد، وبالطبع، لا يمكن أن تكون هناك فرصة أكثر أو أفضل للاحتفال بهذا الإنجاز الهائل من خلال تمكين قادة النزاهة في المستقبل ومروجي اتفاقية الأمم المتحدة لمكافحة الفساد للمنطقة العربية بأكملها، مبينا أن سلسلة الهاكاثون هي مشروع إبداعي يركز على الشباب، ويعتمد على التعليم والابتكار الرقمي والتمكين الاجتماعي، من خلال مبادرة مكتب الأمم المتحدة المعني بالمخدرات والجريمة الرائدة، التي تهدف إلى الاستفادة من مهارات الشباب ومواقفهم المتنوعة والمبتكرة لتعزيز تدابير مكافحة الفساد باستخدام التكنولوجيا.
وأعرب الممثل الإقليمي لمكتب الأمم المتحدة المعني بالمخدرات والجريمة لمنطقة دول مجلس التعاون الخليجي، عن تطلعه إلى معرفة الأفكار الإبداعية التي سيخرج بها هؤلاء الشباب وكيف يمكن تنفيذها في الإستراتيجيات الوطنية والإقليمية لمكافحة الفساد، متقدمًا بالشكر لشركاء ACTA على الجهود الدؤوبة في جعل هذا الحدث فريدًا من نوعه.
تعزيز الابتكار الرقمي
تأتي مشاركة مايكروسوفت في هذا الهاكاثون ضمن مهمتها العالمية الهادفة إلى توفير أحدث التكنولوجيا وحلول الذكاء الاصطناعي، لتمكين المطورين والمؤسسات من تطوير واستخدام والاستفادة من قدرات التكنولوجيا المتقدمة والذكاء الاصطناعي في حل العديد من التحديات الأكثر إلحاحاً في عالمنا.

وتجدر الإشارة إلى أن فريق مايكروسوفت قام بتصميم برنامج الهاكاثون ومجالات التحديات والسياقات المختلفة، بالإضافة إلى ذلك تقدّم الشركة فرصة نادرة للفرق الثلاثة الفائزة - في حال استيفائها الشروط اللازمة - للانضمام إلى برنامج تطوير الأعمال Microsoft Start Up Garage للاستفادة من إرشاد كبار خبراء صناعة التكنولوجيا في العالم لتطوير حلولهم.

توفير الدعم اللازم
ومن جانبه قال م. عبد الرحمن صالح خميس نائب المدير التنفيذي للنادي العلمي القطري، إن استضافة دولة قطر لهاكاثون الشباب العربي لمكافحة الفساد ممثلة بهيئة الرقابة الإدارية والشفافية، وما تقوم به هذه الهيئة من دور في الحفاظ على ريادة دولة قطر في مجال تعزيز النزاهة والشفافية على كل المستويات، لهو دليل واضح على الجدّية في اجتثاث أي بوادر فساد أيًّا كان نوعها، سواء في مجال الفساد المالي أو الفساد الإلكتروني بأنواعه الكثيرة، وإن الوعي الشبابي بأهمية مكافحة الفساد والاحتيال، خصوصًا الاحتيال الالكتروني من خلال معرفة طرائق هذا الاحتيال وطرق مواجهته له الدور الأكبر في تجفيف منابع هذا الاحتيال وجعل أثره لا يُذكر.
وأضاف: إننا في النادي العلمي القطري وبفضل توجيه واهتمام مباشر من سعادة السيد صلاح بن غانم العلي وزير الرياضة والشباب، قد وضعنا الأسس والإستراتيجيات التي تضمن للمبتكر كل سبل الدعم الفني والمادي والمعنوي، ولدينا من الحقائق والأرقام ما يؤكّد ذلك، كما أن النادي العلمي القطري من خلال ما يتمتع به من بنية تحتية وخبرة فنية يساهم بشكل كبير في توفير الدعم اللازم للمخترعين، وتوجيههم التوجيه المناسب والصحيح.
أطر الأمن السيبراني
وبدورها أكدت الوكالة الوطنية للأمن السيبراني أهمية دعم مبادرة هاكاثون الشباب العربي لمكافحة الفساد، وبالشراكة مع نخبة من المؤسسات العربية المعنية بقطاع الشباب، لتحقيق العديد من النتائج المرتبطة بتشجيع الشباب للمشاركة في جهود مكافحة الفساد، بالإضافة إلى زيادة فرص توظيف الشباب وتعزيز الابتكار والتكنولوجيا.
تشارك الوكالة الوطنيَّة للأمن السيبراني خلال فعاليات الهاكاثون بتقديم ورشة تدريبية بعنوان "أطر الأمن السيبراني" من قبل السيد خالد المفتاح مسؤول قسم المبادرات الوطنية. تتكون ورشة "أطر الأمن السيبراني" من جزءين: الجزء الأول يقدم أهم أطر الأمن السيبراني وأنواعها وتوضيح أسباب الحاجة لاتباعها من المؤسسات. الجزء الثاني: تقديم إطار قطر للأمن السيبراني الذي تم إصداره في عام 2018 لمؤسسات الدولة، حيث يهدف هذا الإطار إلى بناء قدرات سيبرانية عالية المستوى، والتي تساهم في رفع مستوى الأمن السيبراني لدى المؤسسات. ختامًا تهدف الورشه إلى توضيح أسباب ضرورة اتباع المؤسسات للأطر السيبرانية وأهميتها.
مراحل فعالية الهاكاثون
وما يجدر الإشارة إليه أن فعالية الهاكاثون ستكون من مرحلتين، المرحلة الأولى: المعسكر التدريبي عبر الإنترنت الذي سيعقد لمدة خمسة أيام خلال الفترة من 27-31 أغسطس الجاري، حيث يتم تزويد المشاركين ببعض التدريبات ذات الصلة، التي تغطي كلًّا من الخبرة الفنية والخبرة في مجال مكافحة الفساد، كما سيقدم كل من هيئة الرقابة الادارية والشفافية، ومكتب الأمم المتحدة المعني بالمخدرات والجريمة (UNODC) وعدد من الشركاء المحليين والعالميين تدريبات مخصصة، تهدف إلى إعداد المشاركين في هاكاثون الشباب العربي لمكافحة الفساد.
أما المرحلة الثانية، فهي انطلاق مسابقة البرمجة من أجل النزاهة «هاكاثون الشباب العربي لمكافحة الفساد» التي تستضيفها قطر خلال الفترة من 10-14 سبتمبر المقبل (شخصيًّا)، إذ تتيح هيئة الرقابة الإدارية والشفافية، بالشراكة مع مكتب الأمم المتحدة المعني بالمخدرات والجريمة (UNODC) ، وشركة مايكروسوفت قطر، الفرصة للفرق الفائزة لمواصلة تطوير الحل التكنولوجي المقترح بدعم من شركاء هاكاثون الشباب العربي لمكافحة الفساد، الذين يسعون إلى تعزيز استخدام حلول تكنولوجيا المعلومات والاتصالات ضمن جهودهم لمكافحة الفساد.
وتهدف مبادرة هاكاثون الشباب العربي لمكافحة الفساد، إلى استثمار طاقات وإمكانيات الشباب للابتكار وتطوير حلول تكنولوجية للرد على المشاكل المتصلة بالفساد التي تؤثر سلبًا على مجتمعاتهم المحلية، كونها تجمع بين الابتكار الرقمي وتشجيع المشاريع الاجتماعية، حيث توفر مبادرة البرمجة من أجل النزاهة «هاكاثون الشباب العربي لمكافحة الفساد» فرصة للشباب العربي من عمر 18 إلى 30 سنة لتوسيع معرفتهم بالمواضيع المتعلقة بالفساد وتعزيز مهاراتهم الاجتماعية والقيادية والتقنية، حيث ستقدم مايكروسوفت قطر دعمًا مباشرًا لما يقرب من 150 مبرمجًا شابًّا من البلدان المشاركة، كما ستساعد المبادرة المشاركين على الاستفادة من خبرة مايكروسوفت في مجال الإرشاد والابتكار التكنولوجي، وتشجيع الشباب للمشاركة في جهود مكافحة الفساد، بالإضافة إلى زيادة فرص توظيف الشباب وتعزيز الابتكار والتكنولوجيا.

| 22/08/2023 | | | في أجهزة وهيئات الوقاية من الفساد ومكافحته هيئة الرقابة الإدارية والشفافية تنظم دورة جودة أساليب ونظم العمل المؤسسي |  | The Administrative Control and Transparency Authority organized a course on the quality of methods and systems of institutional work in the agencies and Authorities that prevent and combat corruption, during the period from 9 to 12 July 2023, with the aim of providing trainees with the skills, methods and systems of institutional work, to improve the level of work in the agencies and Authorities that prevent and combat corruption.
The course, organized by the Authority at its headquarters, included the concept, principles and dimensions of total quality management (TQM), strategies for leading the TQM process and the stages of its application, in addition to the elements, standards and indicators of the TQM system, as well as the organization and methods (importance, objectives, tasks), administrative organization and organization design, work study (importance, objectives, tasks), defining and simplifying procedures and collecting information.
The training course dealt with the outline of the main processes, the flow chart of the sequential procedures and the joint activity chart, along with the concept and importance of simplification of procedures and the relationship of simplification of procedures to management functions, as well as the scope and scope of simplification of procedures and procedures paths inside and outside the institution, methods used in analyzing procedures, workflow maps and opinion polls.
The course also dealt with the steps of simplifying procedures, identifying the problems of procedures, implementing and following up the new procedures, and the outputs and results of simplifying procedures: working time, studying documents and forms, procedures manual, designing offices and work sites, the concept of e-government and the requirements of working it, in addition to the necessary steps to maintain the skills acquired from the program, and preparing the executive plan necessary to transfer the skills acquired to the reality of practical application.
This training program comes within the framework of the development plan of the Administrative Control and Transparency Authority to enhance the capabilities of public officials, raise their efficiency and provide them with knowledge that enhances their scientific and practical capabilities in the fields of integrity, transparency and prevention of corruption, which contributes to building an important pillar in Qatar National Vision 2030, which is human development.
It is noteworthy that the Administrative Control and Transparency Authority has developed educational and training programs to raise awareness of state employees, train them to use advanced methods to detect corruption and prepare them to cooperate with the Authority in this field. The Authority, in cooperation with national training centers and institutions, has implemented training programs and courses in many fields, including: integrity and transparency, work ethics and job behaviour, and promoting a culture of reporting violations of conflicts of interest.
| نظمت هيئة الرقابة الإدارية والشفافية، دورة جودة أساليب ونظم العمل المؤسسي في أجهزة وهيئات الوقاية من الفساد ومكافحته، خلال الفترة من 9 إلى 12 يوليو 2023، وذلك بهدف إكساب المتدربين مهارات وأساليب ونظم العمل المؤسسي، لتحسين مستوى العمل في أجهزة وهيئات الوقاية من الفساد ومكافحته.
وتضمنت الدورة التي نظمتها الهيئة بمقرها، مفهوم ومبادئ وأبعاد إدارة الجودة الشاملة، واستراتيجيات قيادة عملية إدارة الجودة الشاملة ومراحل تطبيقها، بالإضافة إلى عناصر ومعايير ومؤشرات نظام إدارة الجودة الشاملة، وكذلك التنظيم والأساليب (الأهمية، الأهداف، المهام)، والتنظيم الإداري وتصميم المنظمة، ودراسة العمل (الأهمية، الأهداف، المهام)، وتحديد وتبسيط الإجراءات وجمع المعلومات.
وتطرقت الدورة التدريبية إلى مخطط العمليات الرئيسية ومخطط سير الإجراءات المتتابعة ومخطط النشاط المشترك، إلى جانب مفهوم وأهمية تبسيط الإجراءات وعلاقة تبسيط الإجراءات بوظائف الإدارة، وأيضا مجال ونطاق تبسيط الإجراءات ومسارات الإجراءات داخل وخارج المؤسسة، الطرق المستخدمة في تحليل الإجراءات وخرائط سيل العمل واستطلاع الآراء.
كما تناولت الدورة خطوات تبسيط الإجراءات وتحديد مشاكل الإجراءات والتنفيذ والمتابعة للإجراءات الجديدة، ومخرجات ونتائج تبسيط الإجراءات: وقت العمل، دراسة المستندات والنماذج ودليل الإجراءات وتصميم المكاتب ومواقع العمل، ومفهوم الحكومة الإلكترونية ومتطلبات العمل فيها، بالإضافة إلى الخطوات الضرورية للإبقاء على المهارات المكتسبة من البرنامج، وإعداد الخطة التنفيذية اللازمة لنقل المهارات المكتسبة إلى واقع التطبيق العملي.
وتأتي الدورة التدريبية في إطار خطة التطوير التي تنتهجها هيئة الرقابة الإدارية والشفافية لتعزيز قدرات المسؤولين العامين، ورفع كفاءتهم وإكسابهم المعارف التي ترتقي بقدراتهم العلمية والعملية في مجالات النزاهة والشفافية والوقاية من الفساد، الأمر الذي يسهم في بناء ركيزة مهمة في رؤية قطر الوطنية 2030، تتمثل في التنمية البشرية.

| 13/07/2023 | | | الورشة التوعوية “ميثاق سلوك ونزاهة الموظفين العموميين ” لموظفي وكالة الأنباء القطرية |  | Qatar News Agency (QNA) has organized, in cooperation with Administrative Control and Transparency Authority (ACTA), awareness workshop on “Code of Conduct and Integrity of Public Officials” on Wednesday, 14th of June 2023, with the participation of a number of employees of QNA and its associates.
This training program comes within the framework of QNA’s efforts to develop and support the skills of its employees and consolidate the concepts and standards of integrity and transparency. This event also aims to introduce code of conduct and integrity of public officials, and encourage to comply with the provisions stipulated in this regard.
A number of specialists within ACTA has participated in organizing the program where The Code of Conduct and Integrity of Public Employees, issued by cabinet Resolution No. 18 of 2020 was reviewed which contains 19 articles applicable to government agencies.
Ms. Amal Al-Kuwari, Head of the Control and Development Department in ACTA, has also stated that The Code of Conduct and Integrity of Public Officials comes in implementation of what His Highness Sheikh Tamim bin Hamad Al-Thani has affirmed, as The Code emphasizes the promotion of public service ethics in order to achieve the highest indicators of integrity and transparency in the state, enhance confidence in the public service, and give more protection to public funds. She also said that the Authority provides state employees and financial institutions with a lot of training related to integrity and behavior, and helps these bodies to promote the best procedures that prevent corruption and protect public funds.
The workshop dealt in an interactive atmosphere with the most prominent definitions related to public service and ethics of public service and work, and it emphasized the role of religion in perpetuating more scruples, the effects of socialization, the importance of individual awareness of the ethics of public service and work, and presented a number of examples of profit companies and government institutions around the world.
The workshop included introducing the basic rules of public office ethics, mechanisms for building values and a professional culture based on the principles of honesty, and defining relations between the employee and his superiors, subordinates and colleagues.
The workshop also dealt with job competencies, the articles of the Code of Conduct and Integrity and its relationship to the work environment and the rules and behaviors of the public employee.
During the workshop, the procedures to ensure the application of the rules and principles of integrity and transparency in the public service were highlighted, by presenting practical examples in the field of procurement, tenders, providing services and dealing with superiors, subordinates, colleagues and auditors.

وتأتي هذه الورشة في إطار جهود وكالة الأنباء القطرية لتطوير ودعم مهارات موظفيها وترسيخ مفاهيم ومعايير النزاهة والشفافية، كما تهدف الفعالية إلى التعريف بميثاق سلوك ونزاهة الموظفين العموميين، والتحفيز على الالتزام بالبنود المنصوص عليها بهذا الشأن.
وشارك في أعمال الورشة مجموعة من المختصين لدى هيئة الرقابة الإدارية والشفافية، حيث تم استعراض ميثاق سلوك ونزاهة الموظفين العموميين الذي صدر بقرار مجلس الوزراء رقم 18 لسنة 2020، والذي يحتوي على 19 مادة تسري على الجهات الحكومية.
وأكدت السيدة أمل الكواري، مدير إدارة الرقابة والتطوير بالهيئة أن ميثاق نزاهة الموظفين العموميين يأتي تنفيذاً لما أكّد عليه حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، إذ يؤكد الميثاق على تعزيز أخلاقيات الوظيفة العامة بما يصب في تحقيق أعلى مؤشرات النزاهة والشفافية في الدولة، وتعزيز الثقة في الوظيفة العامة، وإسباغ مزيد من الحماية للمال العام. وقالت إن الهيئة تقدّم لموظفي الدولة والمؤسسات المالية الكثير من التدريبات ذات الصلة بالنزاهة والسلوك، وتساعد هذه الجهات على تعزيز أفضل الإجراءات التي تمنع الفساد وتحمي المال العام.

وشملت أعمال الورشة التعريف بالقواعـد الأساسية لآداب الوظيفـة العامـة وآليات بنـاء قيـم وثقافـة مهنيـة تستند إلى مبادئ الأمانة وتحديد العلاقات بين الموظف ورؤسائه ومرؤوسيه وزملائه.
كما تناولت الورشة الاختصاصات الوظيفية، ومواد ميثاق السلوك والنزاهة وعلاقتها ببيئة العمل وقواعد وسلوكيات الموظف العام.

| 17/06/2023 | | | الرقابة الإدارية والشفافية تنظم برنامجاً تدريبياً حول تضارب المصالح |  | The Administrative Control and Transparency Authority (ACTA) has organized, in cooperation with Qatar Finance and Business Academy (QFBA), a training program on “Conflict of Interest” during 13th until 15th of June 2023.
The themes of the training program organized by the Authority focused on methods of disclosing conflicts of interest, and understand cases of conflict or potential conflict of interest, in addition to the importance of disclosure and non-concealment in the event of a conflict or the possibility of a conflict of interest, noting the importance of commitment of integrity and the preservation of public funds.

وركزت محاور البرنامج التدريبي الذي نظمته الهيئة، على طرق الإفصاح عن تضارب المصالح، وفهم حالات تضارب أو احتمال تضارب المصالح، بالإضافة إلى أهمية الإفصاح وعدم التستر في حالة وجود تضارب أو احتمالية تضارب المصالح، والإحاطة بأهمية الالتزام بالنزاهة والحفاظ على المال العام.

| 17/06/2023 | | | الرقابة الإدارية والشفافية تنظم دورة السكرتارية التنفيذية وإدارة المكاتب العليا |  | Administrative Control and Transparency Authority (ACTA) organized the Executive Secretariat and Senior Offices Management courses from 11th until 15th of June 2023, in order to provide trainees from Authority’s employees with administrative and organizational skills in the field of secretarial and senior office management, to improve the level of administrative and organizational work, and the speed of delivery.
The course organized by the Authority included the concept of modern management, its characteristics and requirements, in addition to communication skills and cooperative communication challenges, and solving administrative problems with modern methods. In addition to organizing and leading work teams, as well as organizing and managing meetings, as well as time management in office work, documenting and archiving documents, in addition to the ethics of the secretarial profession.

| 30/05/2023 | | | حول البرنامج التدريبي الثالث تقييم مخاطر الفساد والوقاية منها في الجامعات والمؤسسات الأكاديمية الرقابة الادارية والشفافية تنظم برنامجا تدريبا |  | The Administrative Control and Transparency Authority (ACTA) has organized the third training program on “Assessing and Preventing Corruption Risks in Universities and Academic Institutions”, to enhance the capacity of academic institutions to assess and prevent corruption risks and to enhance the capacity of academic institutions to strengthen institutional administrative prevention and control systems.
The program, which lasted for 3 days, targeted experts from academics in Qatar from internal control in university institutions from Qatar University, Community College of Qatar, Qatar Aeronautical Academy, Lusail University, University of Doha for Science and Technology, Doha Institute for Graduate Studies, Hamad bin Khalifa University, Ahmed bin Mohammed Military College, Police College, and Joaan bin Jassim Academy for Defence Studies.
The training program included a methodology to combine theoretical and scientific aspects in an interactive training with the participants in the program, based on international anti-corruption standards and best international experiences.

واستهدف البرنامج ، الذي أستمر لمدة 3 أيام خبراء من الجهات الأكاديمية في دولة قطر من المعنيين بالرقaابة الداخلية في المؤوسسات الجامعية من جامعة قطر ، كلية المجتمع في قطر ، أكاديمية قطر لعلوم الطيران، جامعة لوسيل، جامعة الدوحة للعلوم والتكنولوجيا ، معهد الدوحة للدراسات العليا، جامعة حمد بن خليفة، كلية أحمد بن محمد العسكرية، وأكاديمة الشرطة، واكاديمة جوعان بن جاسم للدراسات الدفاعية.
وتضمن برنامج التدرييب على منهجية الجمع بين الجوانب النظرية والعلمية في تدريب تفاعلي مع المشاركين في البرنامج ، يقوم على المعايير الدولية لمكافحة الفساد وأفضل التجارب الدولية.
